The charter does not create new regulatory obligations and was designed to complement legislation including the EU AI Act and GDPR.

Instead, it proposed a risk-based approach. It suggested lighter controls on use cases such as coding assistants, but strong checks on customer-facing functions, particularly those involving fraud and responsible gambling.

Kenneth Brincat, CEO of the MDIA, said companies needed “practical ways” to better understand where AI fits within their businesses.

What is Staread?

Candidates from the VVD party urged the government to take a “harder stance” against these big tech platforms.

Some politicians stated their opinion that the legal gambling age in the Netherlands should be increased to 21 from the current barrier of 18 years old.

This isn’t the first time this policy has been mooted in the Dutch parliament. A 2025 bill proposed raising the age for “higher-risk” activities like online slots.

How to play Staread

The approved text includes a series of restrictions on advertising for online betting and gambling:

Advertising prohibited: Direct or indirect marketing communication regarding betting on radio and television, newspapers, magazines, outdoor media, streaming services, podcasts, social networks, video platforms, apps, websites, blogs, forums, search engines and other internet environments is prohibited.

Messaging and targeted advertising: The restriction also extends to instant messaging, SMS, email, notifications, advertising automatically targeted by algorithms, telemarketing – which shows ads again to people who have already been exposed to certain content – and profiling based on user behaviour.
